As part of Bill 9, the Act on Strengthening Secularism in Quebec, the Réseau féministe québécois submitted a thesis containing all our recommendations on the bill.

Bill 9 – Summary of Key Recommendations

The recommendations aim to strengthen the secularism of the Quebec state and equality, particularly between women and men, following a universalist approach:

 - Clarify Law 21:

 • No official religion in Quebec

• The state is independent from religions, does not recognize, fund, or subsidize them

• Strict religious neutrality of the state and its staff - Gradually end tax advantages for religious organizations

- Strengthen the prohibition of religious symbols for:

• Staff in positions of authority (CDPDJ, DPJ, management) • State contractual partners

• Primary and secondary school students (public and subsidized private schools)

- Protect gender equality and explicitly include it in Law 21

- Guarantee freedom of conscience: the right to believe or not to believe, without pressure or coercion

- Strictly regulate religious accommodations (transparency, centralized monitoring, consistency with secularism)


- Enshrine in the Quebec Charter the right to fully secular public services
Objective: ensure a truly secular, neutral, egalitarian state that protects collective rights.
